For one thing, all spells have a half-second cooldown, so 4 bips actually takes 3 seconds to do.

Just think of the idea..

Infuse + Frenzy = Offer 100%..
The one your healing will recieve.. like 260% that's 1000hp+
Would be.. awsome
OR, would it stay 130% and you just get double damage?

Example of a possible combo :
Then would Divine Intervention give you health and you won't die?

There actually should probably be a more consistent ruling as far as "damage dealt" vs "loss of life" goes. It is a pretty important difference when you consider how certain skills would respond to that. Direct "life loss" should not be mitigated by armor, but nor should it be changed by effects that deal with damage.

There are definitely a few skills where the wording/implementation could be a bit clearer; I might make a separate thread about this later.
